Although rudimentary, National Treasury's temporary tender portal is seeing much activity as the public sector looks to comply with relevant financial management legislation as well as an instruction from the Office of the Chief Procurement Officer.
The instruction from acting chief procurement officer, Estelle Setan, addresses the gap that has come about as a result of difficulties at the Government Printing Works which produces the National Tender Bulletin as well as numerous other national and provincial gazettes. The last National Tender Bulletin was published on 29 January 2021 and at this stage there has been no word on when the technical challenges with the eGazette system will be resolved.
Pointing to Treasury regulations which direct that tenders must be advertised and awards announced in the Government Tender Bulletin, Setan noted that she had received a formal communique from the GPW requesting that a number of interim instructions be put in place to deal with the situation.
The last National Tender Bulletin was published on 29 January 2021 and at this stage there has been no word on when the technical challenges with the eGazette system will be resolved.
As such she has approved a departure from some of the Treasury regulations. “In the interim, accounting officers/ authorities must utilise the eTender Publication Portal, and where deemed necessary, the institutional website or any other means until GPW is able to publish bid advertisements and bid awards in the GTB,” she ordered.
This departure applies until such time as Office of the Chief Procurement Officer notifies institutions of the withdrawal.
Having encountered technical problems with its eTender portal, National Treasury has raced to implement a temporary online tender portal to facilitate the advertisments of tenders. At this stage, there does not appear to be a facility on the SharePoint based portal for the announcements of awards or cancellations.
