Top ICT tenders: SITA calls for bespoke mining licensing system

Municipal requirements dominate ICT requests on National Treasury’s eTenders Portal this week, but the State IT Agency (SITA) steps up with four tenders that will get the industry talking.

Up first, is a notice on behalf of the Department of Mineral Resources and Energy (DMRE) for the design, implementation, maintenance and support of a mining licensing system.

In a media statement that coincided with the publishing of the tender, the DMRE noted the bespoke system will be customised to South Africa’s needs, and is expected to enhance efficiency and transparency in the application, granting and management of prospecting and mining rights or permits.

“Through this system, the department seeks to improve the accuracy and accessibility of all relevant information by all stakeholders. The system must further empower the DMRE to accelerate the processing of applications within a reasonable timeframe. The procurement of the mining licensing system is a key milestone for SA’s mining industry, particularly as government implements the country’s economic reconstruction and recovery plan,” it says.

In its second tender, SITA is calling for the provision, customisation, testing, commissioning, piloting and implementation of a centralised healthcare information system for the Limpopo Department of Health. The provincial department has 41 hospitals in which the current provincial health information system (PHIS) is deployed in a decentralised model.

“This model is complex and does not share the patient database across the province to enable good clinical care,” says SITA.

“The objective of this bid is to replace a current on-premises PHIS with a centralised healthcare information system that is hosted on an off-premises private cloud infrastructure and offered as a service to each of the hospitals, and should be extendable to other healthcare facilities, like primary healthcare facilities.”

The third invitation sees the agency wishing to procure Trellix endpoint security products for an unnamed customer. The three-year contract includes maintenance and support.

Finally, SITA is advertising for the supply and installation of 10 routers with maintenance and support. The routers are required as part of a solution that will see the Government Printing Works migrate to the SITA MPLS-based virtual private network service.

Other tenders that make this week’s top 10 include:

  • Bids are invited for the supply, installation, configuration and support of WiFi network devices and associated components at Transnet Freight Rail (TFR) campuses nationally for a period of three years. The tender forms part of TFR’s digital transformation journey.
  • The South African Police Service is calling for the supply, delivery, installation, commissioning, training and warranty of closed-circuit television and access control systems for various sites. Delivery of equipment is required within two weeks and system commissioning within six weeks of SAPS placing the order. The maintenance and support portion will be for a period of five years.

  • The Office of the Valuer-General is looking for a service provider to provide and maintain an integrated security solution for a period of 36 months. The system must include biometric access control, identity management, time and attendance, CCTV surveillance, and intrusion detection and alarm.

  • KwaZulu-Natal’s Ethekwini Metropolitan Municipality is advertising for the maintenance contract of its carrier-grade communication network infrastructure for a period of 36 months.

  • The metro is also looking for the maintenance of its FOCUS fibre cable in eThekwini underground and sewers service for a period of 36 months. The large-scale fibre-optic network spans the metro area, providing high-speed connectivity to municipal sites.

  • The Community Schemes Ombud Service (CSOS) closes the issue with a request for enterprise content and document management solutions. The successful system must enable the CSOS to manage and maintain electronic record documentation, improve its documents and records management processes, and become compliant with regulations.
