Top ICT tenders: SAPS targets social, dark web intelligence

It’s another busy week for National Treasury’s eTenders Portal, with municipalities leading the charge to the ICT industry. When it comes to top tenders, however, it is government entities in the safety, intelligence and justice sectors that dominate.

The South African Police Service (SAPS) is likely to draw most interest with a request for an open source intelligence (OSINT) and social media investigation and monitoring technologies.

The bid documentation reveals the tool will be required to collect and mine data from various social media sources, the dark web and searches in public domain data and must be able to identify criminal markets or hot spots to initiate investigations.

Further reading reveals SAPS is looking to acquire intelligence on a variety of user-defined analytics, including sentiment, significance, reach, popularity, key influencers, concepts, named entities and persons, watch lists, data types, slang phrases, opinions, calls to action and any other sources.

This type of technology could have given SAPS early warning of the July unrest in 2021 that left over 350 people dead and created significant economic damage. It also could have helped it identify key players and assist in prosecution.

Other tenders that make this week’s top 10 include:

  • The State Information Technology Agency opens the issue with a request for maintenance and support of court recording technology for the Department of Justice and Constitutional Development. The tender documentation reveals this is split into two systems: the court recording environment that is used to record court proceedings via a set of microphones for court participants and the sexual offenses system which is used in sexual offenses proceedings to separate vulnerable victims from the accused. The department has 650 courthouses nationwide, equating to 2 247 courtrooms.
  • The Air Traffic and Navigation Services Company (ATNS) is looking for an experienced service provider for the provision of comprehensive IT disaster recovery. ATNS says it wishes to award the full scope of the contract – sourcing, implementation and support – to one supplier meeting its preferential procurement requirements. Suppliers that do not meet the preferential procurement requirements must partner with a local supplier that meets the requirements in the form of a joint venture.

  • The Financial Intelligence Centre (FIC) requires a service provider to implement a disaster-recovery-as-a-service and backup-as-a-service solution. This solution is required to integrate fully with its existing backup and virtualisation hosting services implemented at the FIC headquarters.

  • The Department of Transport kicks off with its first request for its internal audit service with a tender for a data analytics solution. Unfortunately, not much more can be said about this tender as the posted documentation duplicates the scope of the following notice.

  • The department’s request for a document management system is supported with appropriate scope of work. The required system is to take the place of its previous system, which it says was inadequately designed, inefficient and unable to meet the needs of the internal audit process, it says, and should support the process through the stages of planning, execution, reporting and continuous monitoring of findings and risks associated with them.

  • The State Security Agency follows with a complex tender combining four requests into one. These entail service, repair, maintenance, support and supply of spares for printers; extension of warranty on HP printers; safe transportation of printers in specialised vehicles from its head office to provincial offices; and training of 30 technicians to be HP, Lexmark and Fargo certified.

  • Given the widespread media coverage of alleged corruption at the National Lotteries Commission, it’s unsurprising the organisation is looking for an electronic compliance management system. Despite the importance of this system, the commission has set a short period for tender responses.

  • The Airports Company of South Africa (ACSA) is looking for an application programming interface management solution that will enable it to seamlessly integrate with other applications and services, both on-premises and cloud. The solution should enable ACSA to publish and consume APIs from different application interfaces, it says.

  • The Road Accident Fund (RAF) closes the issue with a request for information on governance, risk and compliance (GRC) systems. Another organisation that hasn’t fared well in the media spotlight in recent months, the RAF says it hopes the GRC system will provide a “coordinated approach to all assurance activities, thus ensuring control activities performed by management, internal assurance providers and external assurance providers adequately addresses significant risks facing the organisation and that suitable controls exist to mitigate and reduce these risks”.
