Various levels of government and state-owned entities are hard at work in preparation for the closing of the financial year at the end of March. While some are focused on finalising outstanding tenders, others are issuing new requests in anticipation of the 2023/24 budget allocation.
President Cyril Ramaphosa’s Cabinet reshuffle, announced last week, has put a spoke in the works for several national departments, as a new minister requires a more cautious approach to procurement until the incumbent has had the time to settle in.
National Treasury’s eTenders Portal has also had a slowing effect on government tenders as it experienced challenges once again.
On Monday, visitors to the site were unable to access the tender documents uploaded as support for the various notices. It’s also worth noting that as of Tuesday morning, only one tender had been uploaded to the portal for the week, representing a fraction of the normal volume.
As for the tenders on offer, there is much to interest the IT sector this week.
While we typically do not cover low-value requests for quotations (RFQs), this week we kick off with a RFQ from the Development Bank of Southern Africa (DBSA) that will capture the sector’s attention.
In the request, the DBSA says it is looking for a professional service provider to assist with an infrastructure investment planning research study of the digital infrastructure/ICT sector in South Africa. The successful bidder will assess terms of reference, evaluate bids, provide inputs in steering committees, as well as thought leadership and quality assurance on the study.
The tender documentation reveals the bank has partnered with the National Planning Commission, in order to assess what investments in digital infrastructure are required between now and 2030, 2040 and 2050, that will make it possible to achieve the targets as specified in the National Development Plan, the National Infrastructure Plan 2050, Sustainable Development Goals and other key national policies.
The study will focus on building an accurate ‘gap analysis’ of current investment levels versus the investment levels required to achieve the various goals with respect to digital infrastructure.
“This will produce an accurate assessment of the public and private investments required through to 2050 to achieve those goals, with milestones for 2030 and 2040 as well,” it says.

- The State Information Technology Agency returns this week with another request for the justice sector. In this tender, SITA is advertising for the supply of ICT network equipment with associated maintenance and support for the Integrated Justice System.
The Gauteng Department of Community Safety follows with an invitation for the provision of an e-panic button for gender-based violence and femicide, and crime prevention. These are particularly required for townships, informal settlements and hostels, the province says, and will enable social crime victims to get assistance within 15 minutes by an armed response vehicle and emergency management service responses.
In the first Transnet request, the company is looking for an integrated train planning programme solution. Transnet Freight Rail currently relies on several external consultants to simulate optimal section solutions for capacity expansion on a section-by-section basis. This fragmented approach does not allow for TFR to test the results of the simulated and fragmented scenarios, it says, which impacts negatively on future investment decisions.
In its second notice, Transnet is calling for an access control and time and attendance system for a period of five years. The solution is to be rolled out across the “entire Transnet estate”. The company currently has approximately 55 000 employees across operating divisions that will require access.
State electricity utility Eskom wants to invest in data analytics training for a period of 12 months on an as and when required basis. The company has specified five areas of interest: data science – introduction to data science; data science – business analytics; programming and database – SQL; programming and database – Python; and visualisation tool − advanced PowerBi.
The Driving Licence Card Account is looking for a turnkey solution that includes the supply, installation and maintenance of a centralised driving licence card personalisation production equipment capability with related infrastructure and providing of polycarbonate blank smart cards to be used for the production of smart driving licence cards.
A service provider is sought by the Department of Agriculture, Land Reform and Rural Development to supply, deliver, install, configure and integrate storage capacity; configure servers and migrate data; and integrate the tape library for the Chief Directorate: National Geo-Spatial Information. This is a SITA contract.
The South African Social Security Agency wishes to procure support and maintenance for its Oracle-based biometric and identity and access management system, as well as all related custom applications and any future new developments, this time on the Oracle platform.
Eskom returns to close off the issue with a request for information on the development of a tool/model to identify the “optimal resourcing complement to meet the procurement needs of the division”. The information received will help it to identify appropriate suppliers that can respond to an RFP on maintenance and support of the system at hand and gather information on the suppliers available in the market, it says.
