Top ICT tenders: eTenders Portal gets upgrades

As government procurement departments begin to wind down for the year-end break, National Treasury’s eTenders Portal has seen some enhancements rolled out.

The biggest change to the online portal is new functionality that allows for the online submission of tender responses. National Treasury has opted to tie the login function to its Central Suppliers Database (CSD). This means that only service providers that are already registered on the CSD will have access to new supplier functionality, while the public sector will have immediate confirmation that bidders are appropriately registered.

Other functions new to the portal include expanded search functionality and the ability for service providers to bookmark and set alerts on individual tenders. The last two options also require service providers to be logged in to the system.

While the enhancements will be welcomed by the public and private sectors, the rollout isn’t without glitches. The expanded search function, in particular, is resulting in limited returns, whereby attached tender documentation is excluded. Additionally, there are errors in the resetting of the search function, which means service providers have to go back to the home page and then start a new search.

Tenders that make this week’s top 10 include:

  • The State Information Technology Agency (SITA) wishes to appoint a service provider for the provisioning of hardware maintenance, selected software support and replacement of wide area network (WAN) and local area network (LAN and LAN servers) equipment for SAPS. In the tender documentation, the agency notes that most of the ICT equipment has either reached end of life and end of support, or is operated out of original equipment manufacturer warranty.
  • SITA is also advertising for the replacement of backup infrastructure in its Numerus and Beta data centres. This backup infrastructure is a critical component of the infrastructure used to deliver hosting services to SAPS, it says, and has run out of storage capacity.
  • As part of the Gauteng growth and digitisation strategy, the Gauteng Department of e-Government is looking for an accredited Microsoft licensing solution provider for the provision of Microsoft Campus licences for the province’s Department of Education (GDE). The tender document reveals the requirement is part of its aim to improve and modernise the teaching and learning process in Gauteng’s schools through the introduction of ICT.
  • The South African Post Office, meanwhile, wishes to appoint a service provider to perform necessary data centre hosting that will result in a “working SAPO data centre in the selected location”.
  • The Department of Agriculture, Land Reform and Rural Development is advertising for the enhancement, support, maintenance and integration of its existing long-term solution for Presidential Employment Stimulus Initiative. This second phase of the project will extend the initiative from farmers and cooperatives, to support household producers, both vulnerable and subsistence, with agricultural production inputs and services to promote growth and development.
  • The South African Human Rights Commission is looking for an expert consultant, experienced in monitoring systems, data sourcing and measurement indicators, to assist it with the development of an integrated human rights monitoring and assessment framework. The framework will be instrumental in establishing a national mechanism for reporting and follow-up through which organs of state will report on human rights matters and allow the commission to timeously monitor, analyse and respond to matters within a rights-based context.
  • The Independent Electoral Commission (IEC) follows with a request for a privileged access management solution. The aim of the project is to better manage and monitor the use of privileged accounts across various assets within the IEC and, by so doing, isolate the use of privileged accounts to reduce the risk of those credentials being misused or stolen. The solution is expected to improve information security, assure responsible governance, comply with various mandates, provide visibility and reduce operational costs associated with the management of privileged accounts, it says.
  • In a second notice, the IEC is calling for the provision of an enterprise information architecture review. The commission explains that its enterprise information architecture and business process management capability maturity within is disjointed and at different levels. The project also aims to address the disconnection between business planning and ICT planning within the organisation.
  • Similarly, the Office of the Valuer-General requires a service provider to provide enterprise architecture services. It notes it is in the process of implementing its own governance structures, systems and processes that will enable it to effectively execute on the critical mandate of ensuring high-quality and impartial property valuations for the purpose of land reform.
  • Eskom closes the issue with a request for information on the acquisition and implementation of a fleet-wide early warning condition monitoring system. This type of system is used to determine when an asset or group of assets is performing poorly, or is likely to fail, and includes electrical, mechanical and process aspects of the asset or group of assets.
