Top ICT tenders: DBE looks to upgrade, strengthen tech

The long weekend has resulted in a slump on National Treasury’s eTender Portal; nevertheless, the ICT sector is favoured with a selection of interesting offerings.

The Department of Basic Education (DBE) opens the issue with two tenders that are likely to draw attention.

In the first, the national department reveals it has identified a need to strengthen its ICT cyber security. According to the tender documentation, the DBE expects the successful bidder to develop a cyber security strategy for the next three years, provide a cyber risk management programme and conduct technical vulnerabilities assessments of its ICT infrastructure.

This is followed by a request for proposals for the upgrade of the DBE’s server infrastructure to meet new requirements. This will be a once-off project. The successful service provider will be expected to supply the hardware for the project, install and configure the servers, migrate all existing data to the new environment, and setup and connect the storage area network, among others.

Eskom is this week’s top advertiser and kicks off with a request for security information management systems. In its tender documentation, the utility notes the “reality of a cyber security attack on Eskom is growing, coupled with the existing fraudulent activities, such as crime and theft of Eskom’s network infrastructure, such as theft of tower members and copper cables”.

In its second advertisement, Eskom is calling for the supply, delivery and support of computers, including laptops, desktops, two-in-one devices, small factor devices and other laptops for a period of five years. The company notes its current PC contract came to an end in 2022.

ADLash maintenance is required for Eskom and Broadband Infraco’s optic fibre network on an as and when required basis for a period of three years. The company notes fibre optic systems are used extensively throughout its power and telecommunications networks. “These fibre systems are used to provide teleprotection, telecontrol, substation automation and remote engineering, which collectively ensure and enhance the performance of the power network. The network also supports the provision of bandwidth and reliable telecoms services as required by its business systems.

Eskom is also calling for the design, development, procurement, installation and commissioning of a transmission interval meter data acquisition system and meter data management system for the large power user segment of its customers.

The Driving Licence Card Account returns with a repeat call for the provision, installation, maintenance of equipment with related infrastructure and raw materials for the personalisation of smart driving licence cards. This tender was advertised mid-March with a closing date of 6 April. The new advertisement, which features the same tender number, has a deadline of 5 May.

The State Information Technology Agency says it is in the process of “establishing itself in a common marketplace of service providers to enable ease of consuming services from the service providers and also providing content to them”. It is calling for data centre colocation facilities with Layer 2 interconnects to Microsoft for express route service, public and enterprise clouds, and telcos, as and when needed.

The South African Social Security Agency continues with its tech focus, issuing a tender for a service provider to render ICT research content and ICT advisory services for a period of three years. This is to support its range of services and the extensive legislative framework relevant to executing its mandate. The services will assist it with decision-making in line with the latest industry developments and standards.

The Agricultural Sector Education and Training Authority is looking for a suitably qualified service provider for the development of an enterprise architecture and five-year ICT strategy, as well as an ICT plan. This will help the authority guide the controlled evolution of ICT in a way that delivers benefits to the business in a cost-effective manner and aligns the ICT strategy with the business strategy.
