Thabazimbi Municipality has installed ICL`s locally developed ProMIS financial management software.
As part of the implementation, four other municipalities in the area have been incorporated, Northam, Rooiberg, Leeukrans and Regorogile.
Within these satellite municipalities, ICL has also upgraded PCs, servers and networks to facilitate going online to the central Thabazimbi system.
The four satellite towns previously ran manual systems. They now have direct access to ProMIS via diginet.
"The municipalities are benefiting from improved financial controls and easier access to information. The software is also assisting in producing reports more speedily, and meeting the requirements in terms of the National Treasury," says ICL development manager Jan Wilken.
ICL is the country`s most successful supplier of local government solutions and currently has systems installed in over 122 local authorities. This represents a 40% share of the local government software market.
A spokesperson for Thabazimbi said ProMIS provides all the accounting features required in the municipal environment and is fully GAMAP compliant and is able to interface with external packages.
The financial module is fully integrated and consists of general and votes ledgers, budget, loans registers, stores creditors, job and vehicle costing and fleet management modules. Real-time validations, budget and stock control are included. The financials produce National Treasury and Government Gazette reporting, financial statements and interface to the performance management module. The Progress relational database on which Promis runs access to management information.
Wilken says there are other local government solutions available, but most do not fully comply with municipal requirements. "This is because they are debtor-centric and not developed specifically as a local government solution. ProMIS is specific to the local government market as a property-focused system, supplying citizen-centric information and is therefore more beneficial to municipalities wanting to enhance services in a cost-effective manner."
