SITA tightens spending processes

The State IT Agency (SITA) has issued a request for bids (RFB) to provide the agency with a consultant for business operations over the next two years.

Sourcing specialist for the project, Theo Bosker says it is "quite a large" project, though he is unable to give the exact value of the tender.

The cost can only be determined once the bids have been evaluated, explains Tinus Lourens, information officer at the SITA Tender Board. The closing date is 4 August.

The RFB states the consulting services will cover:

* A full activity-based costing system and a resulting price methodology.
* A set of business and IT consulting methodologies relevant to the SITA engagement model.
* End-to-end business processes inclusive of all business unit activities.
* The development of a competency model and training strategy.
* The supplementing of existing projects.

It adds the successful bidder will be required to review all previous and current costing exercises, develop a new approach to managing customer pricing perceptions, and determine the true cost to SITA of any activity.

"The business and IT consulting methodologies must address structure, people, intellectual capital, branding, pricing, retention and conflict management," states the document.

SITA adds it is in the process of implementing the Oracle E-business application, and notes all processes must be aligned to the procedures of the system and other systems interfaced with the Oracle application.
