Tender advertisements on National Treasury's eTenders portal have slowed to a crawl across the board, resulting in few new opportunities for the ICT industry to consider this week.
The decrease has been considerable, with the software and hardware sectors recording just under half of the opportunities recorded at the beginning of June. The services sector has been even harder hit, declining to a third of the interest attracted in June. The telecommunications sector, which generally does not attract large numbers, has dropped from its high of 13 tenders at the beginning of July to just one opportunity this week.
The potential drivers of this decline are many, including the slowdown often seen during the preparation of annual financial results across the government space. Consideration should also be given to the introduction of a new system for National Treasury's eTenders portal and the time required for the large number of procurement officers to familiarise themselves with its use and processes. In this regard, encouragement should be taken from the evidence of entries being posted as part of training initiatives.
Despite the low numbers, there are several tenders on offer that will attract the attention of the industry, particularly those in the services and software sector.
Those involved in forensic investigations will be particularly interested in a request from the Department of Forestry, Fisheries and the Environment which is looking for a provider to perform 'extensive forensic services' on its 2015/2016 Fishing Rights Allocation Process (FRAP). The successful bidder will also conduct ad-hoc investigations on request for FRAP 2020/2021, the Marine Living Resources Fund, the Department of Forestry, Fisheries and the Environment and the Minister of Forestry, Fisheries and the Environment for a period of 24 months.
The Media, Information and Communication Technologies Sector Education and Training Authority is also advertising for forensic investigations; while the Construction Education and Training Authority is inviting bids for unspecified ICT professional services.
On the software front, the Northern Cape Department of Economic Development and Tourism is looking for a service provider to develop and design a visitor tracking system; while the province's NamaKwa District Municipality is advertising for the review, analysis and update of its rural roads asset management system.
The Agricultural Sector Education and Training Authority is also looking for system development services required for system enhancement and customisation of its management information system.
Other municipal advertisements of interest include a system for deeds office searches for the Mossel Bay Municipality; an interim automatic fare collection and advanced public transport management system for Mangaung Metropolitan Municipality; and a Web-based power quality monitoring and management system on Stellenbosch Municipality's electrical network. Staying with electricity providers, Eskom's request for information on a customer information and billing system replacement will close next week.
