With no end in sight to the uncertainty surrounding the Preferential Procurement Regulations, local government and state-owned entities (SOEs) are taking the risk to return to National Treasury's eTenders portal.
Municipalities and their respective organisations are leading this slow return with a multitude of advertisements being put to the market, albeit with long lead times. While many of these requests are for low-cost requirements, there are several which will draw interest from the ICT sector.
These include a number of requests for smart utility meters and vending solutions with revenue enhancement tagged on; invitations from both the Johannesburg and Cape Town metros for automated fare collection solutions; a digital environmental health record system for the City of Johannesburg health department; and an advertisement from Ethekwini Metropolitan Municipality for the wholesale of excess capacity on its carrier grade network infrastructure.
SOEs also draw attention with Eskom featuring six advertisements and Transnet joining the return to procurement with three notices.
Meanwhile national and provincial government appear to be taking a more cautious approach to procurement and are conspicuous in their absence, as is the State IT Agency.
While this increase in activity is still relatively low level, the ICT sector will be pleased to numbers rising. Software demand leads with a 32% increase in numbers to 53 opportunities, followed by services requests which are up from 26 to 34. Hardware interest remains flat at 22 requests, while telecommunications requests climb one to four advertisements.
