Dikgatlong Municipality is using PRAGMA Siyabonga`s asset care centre (ACC) asset maintenance management planning methodology to assist with the compilation and maintenance of an asset register to comply with the Generally Accepted Municipal Accounting Practices (GAMAP).
The municipality, which resides over the towns of Barkly West, Windsorton and Delportshoop in the Northern Cape, will be using the ACC in a 12-month pilot programme backed by the Municipal Support Programme (MSP) that will see the implementation of basic asset management and maintenance principles in the local council.
"When the municipalities of the three towns amalgamated in 2000 as part of the national municipal restructuring project, there were no asset records on file," says Hannes Eilerd, municipal manager for Dikgatlong Municipality.
"Equipment and infrastructure were in poor condition, and there were no formal systems or procedures in place to monitor maintenance. Being a small municipality, we lack the funds to implement a fully fledged asset maintenance software system, so the option of outsourcing our maintenance management is ideal."
The ACC, which provides a cost-effective outsourcing alternative to traditional in-house maintenance management solutions, is designed on the principle of continuous improvement in the utilisation of assets, ensuring process stability by implementing best operating practices through information systems and knowledge transfer.
Tailored to suit individual clients, the ACC is targeted towards companies with a low asset management maturity level, and those without the resources to implement a full-scale maintenance management programme with the necessary hardware, software and manpower to see it through.
The pilot project, which will go live in August, emphasises skills and knowledge transfer for the empowerment of local expertise in the area. PRAGMA Siyabonga has partnered Kimberley-based Lenaneo Management Services (LMS) to assist with the administration and management of the ACC service and the roll out of the skills transfer process.
"During the 12-month pilot phase we will be equipping LMS with the essential principles of asset performance management. Once the pilot is complete we will hand over the management of the ACC to LMS, and continue to offer ongoing support in terms of high-level maintenance consulting, analysis of asset data and maintenance recommendations," says Morn'e Steenkamp, operations director at PRAGMA Siyabonga.
