Bush fills empty Republican Federal Communications Commission seat

US President George W Bush plans to nominate telecommunications lawyer Robert McDowell to fill the final empty Republican seat on the US Federal Communications Commission (FCC), the White House said on Friday.

McDowell, 42, is senior VP and assistant general counsel at Comptel, a lobbying group for companies that primarily compete against big telephone carriers like AT&T and Verizon Communications, Reuters reports.

His nomination would help break a logjam, including the issue of overhauling restrictions on media ownership, at the five-member agency. The FCC has been split with two Republicans and two Democrats for much of last year.

Citigroup analyst to be Ingres CFO

Joining an exodus of top technology analysts from Wall Street, software veteran Tom Berquist announced he is taking over as chief financial officer of established database software maker Ingres, Reuters reports.

Berquist, who plans to leave Citigroup on 1 March, has had a long career as a Wall Street analyst, but said he is leaving in part because of new rules and regulations that make it more difficult to spend time with smaller, non-public companies.

In his new job, Berquist will help guide a company, spun out from Computer Associates last November, that is looking to win business from medium and large corporations using Web-based applications. Ingres competes with major database makers such as Oracle, Microsoft and IBM, as well as open source database rival MySQL.

Cisco appoints ex-MCI chief to board

Cisco Systems has appointed Michael Capellas, former president and CEO of MCI, to its board of directors, Computerworld reports.

Cisco did not say what role Capellas would play on the board.

Capellas left MCI in January after a multibillion-dollar acquisition of the company by Verizon Communications. He has also served as president of Hewlett-Packard and chairman and CEO of Compaq Computer, and has worked at Schlumberger, SAP America and Oracle.
