Hlubi Mthimkhulu is the Senior ICTG Manager, at Dube TradePort Special Economic Zone, reporting directly to the CEO. Hlubi has held several high-ranking positions in both the private and public sector within the technology space throughout his 29-year career. Within Dube TradePort Special Economic Zone he leads a dynamic team of ICT engineer’s that drive the development of the ICT systems that are at the heart of the organisation's ability to meet its economic development mandate. This includes developing the ICT Governance Framework, enabling electronic security and data protection.

Hlubi joined the organisation in 2015, where he has notably led, the development of an ethical ICT culture while creating a secure ICT network for the organization. Hlubi has a Master’s in Business Administration, from MANCOSA, and is a graduate of the Manage Managers Development Programme at the Gordon Institute of Business School.
