Towards the end of 2005, Jeshurun Consulting successfully deployed the Conader Payment Solution in the Democratic Republic of the Congo on behalf of Celpay & CONADER.
CONADER (Commission Nationale de la Demobilization et Reinsertion) is a Congolese government body that has been involved in crucial peace initiatives in the DRC. CONADER is the World Bank-sponsored national institution in charge of disarmament, demobilisation and reintegration of ex-military combatants.
In short, adult combatants surrendered at least one weapon to enter into the disarmament process. In return, these ex-combatants had the choice of being reintegrated back into the armed forces, or to return to civilian life. The CONADER programme exists to re-integrate them back into civilian life, through induction processes and also through an initiative of providing a monthly payment for a fixed period of time to assist them in their reintegration.
These payments have been made via POS equipment and mobile payments software technology developed and supplied to Celpay by Jeshurun Consulting. The ex-combatants have been registered in the CONADER database, and are able to receive their monthly payments from pre-distributed POS devices, once proof of identity has been received.
The solution that Jeshurun provided, integrates completely with the existing Celpay mobile banking platform for the electronic settlement of each cash payment. Hereby we have now seen the successful re-integration of ex-combatants, which has paved the way for the successful elections that have been held this last weekend in the Democratic Republic of the Congo.
