Utilising a process-oriented approach, a consortium led by IDS Scheer - the leading solution provider for business process management (BPM) - has successfully supported the Federal Ministry of Transport, Building and Urban Affairs (BMVBS) in the design, realisation and comprehensive introduction of SAP R/3 HR for personnel, job and service management (PVS).
PVS is the premier example of a department-wide implementation of standard business management software at a public federal ministry. Other federal ministries are now evaluating its use in their divisions.
Germany`s Federal Administration for Transport, Building and Urban Affairs (BVBS) is responsible for issues such as road safety, mobility, infrastructure, and promoting quality living. The department comprises almost 70 bodies.
A few years ago, the BVBS established a program to modernise administrative tasks by means of business process optimisation and IT solutions (MaAGIE). This program involved the introduction of a uniform personnel, job and service management system for the entire BVBS. The goal of the PVS project was to improve the efficiency of employee work across all departments. This was achieved with the help of the IDS Scheer-led consortium (IDS Scheer, SAP and T-Systems) with ARIS-based standardisation and optimisation of HR business processes and the implementation of an integrated ERP system (SAP R/3(r)) that can be used for all HR tasks.
"The process-oriented introduction created new opportunities for conventional personnel work to be carried out more economically and to a higher standard. The optimised work processes and uniform standards applied to daily personnel work have already delivered many improvements. Once all bodies were connected to PVS, across-the-board management became easier and each body was relieved of reporting responsibilities," explains Ministerial Director and Head of Corporate Affairs at BMVBS, Robert Scholl.
The availability of the department-wide integrated application meant the pooled processing of child benefits, for example, could be incorporated seamlessly throughout the Federal Motor Vehicle and Transport Authority department (shared service ideas).
Scope has already been identified to roll out the existing PVS system to other federal departments. This is set against a background of lawfully standardised and largely scalable processes, in terms of public sector personnel management. The approach is also aligned with the strategies outlined in the government`s "Future-Oriented Administration through Innovation" program.
