ICT Tenders – Calling for a consult

The services sector will have much to smile about with the latest edition of the National Tender Bulletin as it finds itself favoured not just in the number of opportunities but also in the calibre.

Consulting contracts were once a mainstay in government's engagements with the private sector; an environment that benefited the ICT industry greatly, producing in significant revenue streams with high profit margins. These contracts slowed to a trickle, however, when the number of consultants employed in government and the corresponding exorbitant costs were exposed in Parliament. As a result, while demand for support services remained high and interest in managed and hosted services has seen steady growth, advertisements for IT consultancy services have become a rarity in the National Tender Bulletin.

This issue, however, provides some hope for those offering solutions in the way of intellectual capital. These include a request from the Office of the Chief of Justice for terms of reference for the development and implementation of information technology service management; forensic and imaging services for the Agricultural Research Council; and professional services for Financial Intelligence Centre, including project management and enterprise architecture.

This week's notable entry comes from the State Information Technology Agency on behalf of its client: the Government Printing Works (GPW). The notice calls for information on the “development and implementation” of an ERP system for the entity. It's worth noting that the saga surrounding government's Integrated Financial Management System has been played out on the stage of the National Tender Bulletin with its official notices of invitations, delays, amendments, cancellations and strategy overhauls. GPW publishes government's various gazettes, including the National Tender Bulletin.
