The Parliamentary Portfolio Committee on Communications (PPCC) has issued an invitation for nominations to fill five vacancies in the Independent Communications Authority of SA (ICASA) council.
The invitation follows the promulgation of the ICASA Amendment Act last week, which provides that the communications minister becomes the appointing authority, with the National Assembly providing her with a list of potential candidates.
The National Assembly also has to approve the minister`s choices, according to the ICASA Amendment Act.
The invitation says nominated persons should have suitable qualifications, expertise and experience in the fields of broadcasting policy, postal policy, electronic communication and public policy development, among others.
Written nominations must contain the nominee`s signed acceptance, as well as his/her curriculum vitae.
New positions
Three of the advertised council positions were previously filled by councillors Lumko Mtimde, Mamodupi Mohlala and Nadia Bulbulia, whose term expired at the end of June.
The other two positions are new and will be allocated to councillors responsible for the regulation of postal services, which was integrated into ICASA following the promulgation of the Electronic Communications (EC) Act.
ICASA chairman Paris Mashile says the regulator is waiting for the approval of funding worth R57.8 million, to be used to fund the implementation of the EC Act, including the salaries for two councillors responsible for postal regulation.
The Department of Communications is in discussions with the National Treasury regarding the issue, he says.
